Press Secretary of the President of the Russian Federation Dmitry Peskov on Friday gave a comment to the Kremlin pool journalists about the absence of the head of state and the prime minister in the country.
“They were all there, Putin and Medvedev were on the territory of the Union State,” the spokesman said. Both leaders really went on a visit to Belarus, where the head of this country, Alexander Lukashenko, accidentally called Putin "Dmitry Anatolyevich."

Peskov told reporters the obvious, but did not comment in detail
The editors of uznayvse.ru are in a hurry to note that during the absence of the president in the country under the Russian Constitution (article 92, part 3) his duties are performed by the prime minister. However, the situation with who should replace the prime minister, if he cannot fulfill his duties, is not explained and is a serious gap.
